RET191356: Rate cannot be empty in HSN data

A row of the HSN summary has no tax rate for the period.

Why it happens

  • HSN summary rows generated without a rate.

How to fix it

  1. Add the rate to every HSN summary row and regenerate. (Automatic HSN summaries arrive with the HSN builders.)
